Jorge Gaspar is degree in International Law pala University of Lisbon (1993).
He has a specialization in Labour Sciences (curricular part of the doctoral program in Labour Studies), University of Cadiz – Spain and has a Master in Political Science, Institute of Social and Political Sciences – ISCSP (submission of the dissertation: September 2014). Attended course graduate in Communication Law, Legal Institute of Communication – Faculty of Law, University of Coimbra (1994), a postgraduate degree in Criminal Sciences, Institute of Health Sciences (2000), the course graduate in Economic and European Criminal Law, Institute of European Criminal Law and Economic – Faculty of Law, University of Coimbra (2002) and Top Management Seminar in Public Administration, National Institute of Directors – INA (2004).

He is currently the president of the Institute of Employment and Vocational Training, IP.
He was vice president of the Institute of Education and Science between July 2013 to 10 December 2013, was head of the Office of the Secretary of State for Local Administrative and Reform Government of the XIX Constitutional Government between September 2011 to April 2013, and was secretary general of the Institute of Education and Science from May to August 2011. From December 2004 to May 2007 he was president of the governing council of the Institute for Safety and Health at Work, I. P., and member of the Management Board of the European Foundation for the Improvement of Living and Working Conditions. He was also head of the Office of the Secretary of State and Labor – XVI Constitutional Government from July 2004 to December 2004, Chief of the Office of the Secretary of State for Work – XV Constitutional Government from April 2002 to July 2004, a member of legal Office of the Aliens and Borders – Ministry of Internal Affairs from January 2001 to March 2002, legal Adviser of the Presidency of the Council of Ministers from December 2000 to June 2001.

In his professional resume also included the positions of legal advisor to the Parish of Amora from October 1998 to March 2002, the forming of the National Institute of Directors from 1998 to 2001, the Assessor’s Office of the Secretary of State for Administration Educational – XIII Constitutional Government between May 1996 to August 1997 and a member of the legal advice of the General Directorate of Tourism – Ministry of Trade and Tourism April 1994 to April 1996.

Since 2009, is associate professor of ISEC – College of Education and Sciences. It is since 2007, assistant professor of Lusophone University of Humanities and Technologies. Also collaborates since 2007 as a visiting professor in charge of courses in Labor Law and Law on Safety and Health at Work, postgraduate courses in other higher education institutions. Since 2007 is forming in the Institute of welding and quality.

Jorge Gaspar is also the author of several articles and published works, which highlight the most recent work “Law of prevention of occupational risks (practices and critical reflection notes), edited by Board Diary in December 2013″ and “Tripartism, ethics and social concertation (framework and political consequences of the values of the international labor organization system) “, edited by Bord Diary in June 2013.

Participated and presented several communications in conferences and congresses, with particular emphasis on the prevention of occupational risks, labor relations, training and employment.
